Conrad Von Hotzendorf, chief of the general staff of the Austro-Hungarian military and the guy in my avatar, proposed that Austria-Hungary launch a "Preventive war" against Serbia 25 times over the course of 1913 alone.

Yep, spending all your time taking out one nation lets others jump into the gap on other fronts. *Cough* Russia *Cough*

And continuing down this path: The Serbian's military leader at the time (Radomir Putnik) was an excellent strategist who was, for some reason, in Budapest when the war started, and was allowed to return to Serbia "In a chivalrous and possibly self-defeating gesture by the Austro-Hungarian leader Franz Josef" before hostilities commenced.
